Definition of “Work Experience”

Work experience for both men and women is the number of years that a person has worked in a job. In some cases, the length of service may include a period when a citizen did not work for one reason or another. All these circumstances are described in the Labor Code of the Russian Federation. The total length of service can be calculated using a work book, in which all periods of a citizen’s work activity are entered.

Types of work experience

In order to calculate the length of service correctly, it is necessary to define the types of length of service, and also to know how to correctly carry out the calculations. So, there are 3 types of experience:

  1. Total work experience. Total length of service is the total number of years worked. When calculating total length of service, position or salary is not taken into account. The total number of years a person worked for any enterprise or firm is calculated. The size of the citizen’s pension will depend on this type of experience.

  3. Special experience. A type of experience that takes into account the number of years worked in a particular profession or position. This experience includes military professions, work in special services and authorities, etc.

In addition to these types of length of service, there is also insurance experience, which takes into account those periods when a citizen made insurance contributions to the Pension Fund. This type of length of service is taken into account when a person retires in old age.

The length of service includes the following periods:

  • Registration for unemployment.
  • Service in the army, police department, and institutions of the correctional system for citizens.
  • Maternity leave and raising a child up to 1.5 years old.
  • Participation in community service.
  • Long-term and short-term stay in exile or prison.
  • Caring for a disabled person.

These periods are stipulated by law and will necessarily be included in the citizen’s total length of service if the person previously worked for at least 1 day and was credited to the Russian Pension Fund.

Calculation of work experience

It is quite simple to calculate work experience; for this you need to calculate the number of years worked, which are indicated in the work book. The minimum work experience is 20 years for women and 25 for men. If the length of service in your work book is lower, the amount of your pension will be reduced accordingly.

It is worth noting that the right to a pension also depends on insurance contributions to the pension fund. As a rule, these contributions are deducted from employees' salaries when they are officially employed. If a citizen is not officially employed for one reason or another, contributions on his behalf to the pension fund may not be made. Rules for calculating continuous work experience

Since 2007, the amount of continuous service has not been taken into account when calculating pensions. The size of the pension depends only on the periods of time when the citizen made insurance payments. Only in some cases may the amount of continuous experience be required, for example, when comparing it with insurance.

The insurance period also includes the following periods:

  • Time spent caring for children until they reach 1.5 years of age (but not more than 4.5 years in total). It is worth noting that until 2014, the total period of only 3 years was taken into account.
  • A period of temporary disability, for example, pregnancy, when payments were made from social security. insurance.
  • Army and service in the Russian Armed Forces.
  • Time spent caring for disabled people, including children, while care must be provided by an able-bodied person.
  • The length of time a military family lives in an area where they cannot get a job. In this case, the maximum insurance period is 5 years.
  • Time of residence of spouses (wives/husbands) abroad. If one of the spouses was sent to work abroad as a diplomat or researcher, his wife or husband has the right to receive insurance coverage for up to 5 years.

All of the above periods are taken into account only if the citizen worked before and after any of the periods.

At the time of retirement age, the question arises about the correct registration and calculation of due payments. Of great importance for the registration of an age pension is the total set of periods for the total length of service.

The concept of total work experience (GTS)

An entry about the professional employment of an individual before retirement must be made in the employee’s record book. The concept of total work experience (GTS) means the total result of all professional activities of a person, which is regulated by the state at the legislative level.

In other words, the total duration of work and other activities required to receive a pension benefit is counted (Federal Law “On Labor Pensions of the Russian Federation”).

The employee’s work record book confirms the person’s employment and is the main actual collection of information about the OTS. Using the total length of service index, the amount of pension benefits associated with old age, disability and length of service is determined.


The main requirements here are the need for professional employment only in the territory of the Russian Federation with previous confirmation of insurance payments to the Pension Fund (PF) for the established amounts of money.

Making insurance payments is allowed to citizens of the Russian Federation who are at work in other states, if this is confirmed by the relevant international contractual documents.

OTS is classified as a type of work experience, which also consists of and. What is included in the total work experience? How to calculate it?

Terms that are not included in the concept of general length of service include: the time of obtaining education, personnel retraining, caring for the sick, minors, people with HIV infection, being in occupation during the Second World War.

Regarding the time spent studying, it is worth noting that it is not work, therefore it is not taken into account in pension calculations. In addition, there are no insurance contributions to the Pension Fund here.

The OTS periods include:

  • Serving in the Armed Forces.
  • Caring for a baby up to one and a half years old.
  • Incapacity due to illness considered temporary.
  • The period spent registering with the employment service and receiving benefits for the unemployed.
  • Being in a pre-trial detention center, MLS due to unfounded accusations.
  • Public paid work.
  • Forced change of residence due to civil service.
  • Staying with a spouse who is a contract employee of the aircraft at the place of his assignment and the inability to find a job locally (only up to 5 years).
  • Caring for a disabled person of group 1 or a pensioner aged 80 or more.
  • Staying abroad, with monthly contributions to the Pension Fund.
  • Time spent with a spouse who is a diplomat or consul (no more than 5 years).

The legislation of the Russian Federation sets the full length of work experience for women at 20 years, and for men - 25. What is the difference and what is the connection between total work experience and insurance experience?

As soon as a person reaches the required age, he will be assigned a labor pension if he has at least 5 years of insurance work. There is no difference between the total length of service and the insurance period - now these concepts are combined, they are one and the same. One term was replaced by another with the introduction of some nuances. Since 2015, labor pensions have been called insurance pensions.

The insurance period consists of the paid funds contributed to the Pension Fund. Characteristics of periods of insurance coverage include:

  • the opportunity to receive benefits in case of temporary inability to work;
  • care for disabled people of group 1, minors, elderly people (over 80 years old);
  • leave related to caring for a child up to one and a half years old.
The term OTS itself evaluates all the rights of individuals who worked before January 1, 2002. From the beginning of this year, pension insurance payments to people retiring will affect its size. Therefore, the term will be used for some time to come for a specific category of workers who worked before the beginning of 2002.

OTS is confirmed only by labor, and after 2002 - by documented accounting indicators according to personification.

Is the total length of service taken into account when calculating a pension?

Legislation in Federal Law No. 400 “On Insurance Pensions” and Federal Law No. 173 “On Labor Pensions in the Russian Federation” defines the requirements on the basis of which the due payment is calculated and accrued.

Total length of service until January 1, 2002 is considered a combined concept of all work and employment useful to society. Its duration affects the accrual of the amount in the civilian’s personal account.


When issuing benefits, the UTS takes into account the rights of citizens affected by disasters (radiation or man-made); reduces the time for the start of pension payments due to prolonged stay or professional employment in the zone of radioactive contamination, especially after the accident at the Chernobyl nuclear power plant (RF Law No. 1244-1).

The types of employment that count toward the total length of service include the following insurance periods:

  • length of military service in security, mine rescue units, communications;
  • creative activities (writers, theater-goers, artists, composers, filmmakers);
  • contract service in the Armed Forces, FSB, military units, internal affairs bodies, etc.;
  • work in all spheres and areas (from an employee to a member of a collective farm);
  • disability for a certain period of time that occurred at work: disability by group, work injury, occupational disease;
  • staying in MLS for more than the prescribed period;
  • assigned benefits for the unemployed; social work with payment; moving to another region of the Russian Federation due to professional necessity.
The calculation of all days on the calendar must be carried out for all months, especially if the person worked before 01/01/2002, except for employment in:
  • water transport with navigation in companies with seasonal industrial sectors (the entire year of operation is included, regardless of frequency);
  • database of medical institutions that are related to leper colonies and anti-plague departments (counted as two years);
  • serving in units at the height of hostilities, injuries received in combat, long-term rehabilitation, radiation (OTS is awarded for three years).
Terms that increase the total length of service several times include:
  • labor during the Leningrad siege (1:3);
  • employment during the Second World War 1941-1945 (1:2);
  • labor in regions in the Far North (1.5 times);
  • conscript military service (1:2);
  • wrongful sentencing, holding a person under arrest, followed by rehabilitation (1:3);
  • forced work in the exclusion zone (for example, the Chernobyl nuclear power plant - 1.5 times).
Despite the fact that the reform has abolished the term OTS since 2002, this concept will be relevant for a long time with the possibility of its use in making calculations. Before the transformations, OTS meant all labor and social activities, and after that it meant only the insurance period (how much money you paid, how much money you will receive in old age).

All these types of activities are included in the length of service only if the person worked before and/or after them, regardless of the length of service.

Special experience

Special length of service is provided for people engaged in a certain type of activity and gives the right to receive a pension before reaching a specified age. Such rights are granted:

  • Persons who worked in production with hazardous conditions, including mines, mines and hot shops
  • Persons who worked in production under difficult working conditions
  • Workers in the agricultural industry, professions defined by law
  • Female employees of the textile industry in jobs specified by law
  • Locomotive workers and other employees involved in ensuring traffic safety and organizing transportation. For truck drivers at mines, mines and quarries, directly for the removal of ore, slag, coal

When assigning a pension for such categories of people, not only the special length of service is taken into account, but also the length of service for the entire period of his working activity. In addition, a pension of this kind is assigned when employees reach a certain age, which is established by law for each type of profession separately.

Continuous experience

Continuous length of service means a continuous period of service at one enterprise, and is maintained if, upon transfer to another place of work or dismissal with further employment, a long period without work has passed.

  • for everyone within 1 month
  • for workers of the Far North and other equivalent areas - 2 months from the date of expiration of the contract
  • for persons working in international companies and abroad – 2 months
  • for immigrants from countries with which Russia has a social security agreement - 2 months from the date of entry into the territory of our country
  • for persons laid off due to layoffs or due to the closure of enterprises - 3 months
  • for persons dismissed for health reasons - 3 months

  • for child care

In the current legislation regulating pension provision, such a term as continuous service no longer exists. However, it is taken into account when assigning payments for sick leave. If a person works part-time at several enterprises, then one of his places of work is taken into account, which is noted on the certificate of incapacity for work as the main one.

Insurance experience

Insurance experience means the corresponding time of work or engagement in other activities for which insurance contributions were made by the employer or the person himself. By this time, so-called non-insurance periods are added, which can be included in the length of service.

In current legislation, it is the insurance period that determines the rights of citizens to pension payments. Only the time during which insurance premiums were received by the Russian Federation fund is taken into account.

In addition, since 2015, these calculations include at least 6 years of work experience. Further, this period will increase every year until it reaches a maximum of 15 years.

In addition, periods of a person’s absence from work, provided for by law, but providing for engagement in other social activities, will also be taken into account. They will earn certain coefficients, which will be monetized upon retirement.

The types of activities subject to monetization are strictly regulated by law, which provides a clear list and conditions under which they apply.

Total work experience

The work book cannot serve as the main document for determining the insurance period, since no entries are made in it about the time spent registered at the employment center, but in fact, periods are included in this concept, because the citizen receives benefits and makes contributions.

What does it consist of

The following periods are included in the length of service:

  1. Following the job description of a general worker or employee (including outside the home state), participation in a collective farm, service in paramilitary security agencies, a special communications unit or a mine rescue squad, as well as periods of conducting activities the main purpose of which is generating income.
  2. Creative activity of a member of the union - writer, composer, artist, writer, theatergoer, etc.
  3. Service in any military formation of the Russian Federation, bodies dealing with the internal affairs of the country, work for the benefit of the federal executive body, direct participation in matters of state security.
  4. Temporary disability, the onset of which occurred during the performance of official duties or while on disability, the cause of which is injury, or.

How is it calculated?
