Thus, the amount of monetary allowance taken into account when calculating the “military” pension, from February 1, 2016, will increase by 2.67 percentage points, which will ensure an increase in the pension in real terms by 3.99 percent. “In the opinion of the Committee, this provision of the bill has high social significance and deserves unconditional support.”

As a comment, it was proposed to include a rule establishing the amount of the specified monetary allowance in the amount of 69.45% directly into the text of the federal law on the federal budget for 2016.

The most interesting proposal of the State Duma Defense Committee is contained in the second part of the Conclusion and concerns the implementation of Presidential Decree No. 604 of May 7, 2012.

As already noted in 2015, the Government, at the suggestion of the Ministry of Finance, planned to cancel Decree No. 604 regarding the indexation of military pensions for the next financial year in an amount exceeding by 2 percent the inflation rate determined by the federal law on the federal budget (subparagraph “d”).

The Ministry of Finance when adopting the budget for 2015 and for the planning period 2016 -2017. even prepared a corresponding draft Presidential Decree on the abolition of subparagraph “d” of the Decree, but such a proposal from the Ministry of Finance did not receive the support of the President.

Next year, 2016, the Ministry of Finance again “undertakes an attack” with the aim of repealing this paragraph of Presidential Decree No. 604. This is the main intrigue.

The State Duma Defense Committee does not agree with this proposal of the Ministry of Finance and the Government as a whole and proposes to retain subparagraph “d” of Decree No. 604.

“Draft Federal Law No. 911755-6 “On the Federal Budget for 2016” sets the inflation rate in 2016 at 6.4 percent. Consequently, in order to fulfill the requirements of subparagraph "d" of paragraph 1 of Decree of the President of the Russian Federation of May 7, 2012 No. 604, taking into account the inflation rate of 6.4 percent, it is necessary to establish such an amount of monetary allowance that would allow increasing "military" pensions by an average 8.4 percent, that is, no less than 73.14 percent of the amount of monetary allowance taken into account when calculating the “military” pension. Otherwise, the requirements of the specified provision of Decree of the President of the Russian Federation of May 7, 2012 No. 604 will remain unfulfilled.

Meanwhile, the provision contained in subparagraph “d” of paragraph 1 of Decree of the President of the Russian Federation of May 7, 2012 No. 604 is an important social measure, the refusal of which will significantly aggravate the problem of pension provision for military personnel and persons equivalent to them in terms of pension provision.”

Taking into account these comments, the State Duma Defense Committee recommends that the State Duma adopt this bill in the first reading.

The Defense Committee of the State Duma also received the conclusion of the Committee on Security and Anti-Corruption of the Federation Council on this bill (a co-executive committee of the Federation Council, the chairman of the committee is Irina Anatolyevna Yarovaya), which, having examined the bill, supported it without any comments (these are the defenders of the military in the Federation Council).

Thus, the State Duma Defense Committee proposed providing military pensioners with a second indexation of pensions in 2016 by increasing the monetary allowance taken into account when calculating pensions from 69.45% to 73.14%. The total indexation of military pensions in 2016 would have been 8.4%, which, of course, is better than only 3.99% since February 1.

We must also remember that official inflation in 2014 was 11.4%, and in 2015 it is predicted to be more than 12% (as of November 1, 2015, official inflation in Russia was already 11.2%). And with such inflation, military pensions were indexed by only 7.5% in 2014 and 2015!

It turns out that the indexation of military pensions over the past two years has sharply lagged behind even the officially recognized inflation rate in Russia.

Let’s hope that the position of the State Duma Defense Committee will be heard in the legislative and government structures, and military pensioners will be scheduled for a second increase in military pensions in the 2016 budget (as well as civilian pensioners).

The authorities will refuse indexation of military pensions for three years

The proposal of the Russian Ministry of Finance to freeze federal budget expenditures in nominal terms for three years was approved on Monday, July 4, 2016, at a meeting with Prime Minister Dmitry Medvedev, RIA Novosti reports, citing print media.

To optimize costs, the government will have to abandon the indexation of pensions for military pensioners until 2019, government sources told Gazeta.Ru.

“It is proposed to save a significant part (of expenses - Gazeta.Ru) by refusing to index the pensions of military pensioners until 2019 for a total amount of 122 billion rubles, and to decide at what resources to index the insurance part of the pension in 2017 year in full,” the message says.

At the beginning of October, the indexation of pension benefits for retired military personnel began. According to the latest indexing information, it was about 7,5% . These changes occurred due to the introduction of new rules for calculating military earnings (military allowance). The size of pension accruals is proportional to the employee’s total earnings over the last five years of work and is equal to 54% of its average value. In addition to the amount received, there is a percentage of the number of years of service and the regional coefficient.

The main condition for assigning a military pension is the presence of 20 years of service in military units. There is no concept of retirement age in this case. 20 years of service can be obtained and a military pension can be obtained at any age. It turns out that this support can be obtained at any period of life, often this happens at a fairly young age, up to 45 years.

While the news about the October increase is certainly good, some of the changes have raised more questions than answers. For example, previously, in order to receive a second, civil pension, a former military man had to work for 5 years, in 2015 it was already 6 years, and from January 1, 2016 it will increase annually by a year - up to 15 years in 2024. Taking into account the fact that a military pension for long service is assigned for a period of service of at least 20 years, it turns out that to accrue it you need 35 years of the total period of service and work. When carrying out the pension reform, the state took into account the fact that military pensioners, while earning length of service for a second pension, along with their salary, also receive a military pension every month. The rest of the country's population is deprived of this - they work in civilian life for the same 30-40 years and receive only a salary.

That the coming year

Will there be an increase in pensions for military pensioners in 2016? This question torments interested sections of the population all the more as the New Year approaches, and, given the difficult economic situation, it is not at all idle. In the current year 2015, budget funds were allocated for the indexation of military pensions. The first increase was supposed to take place in February, the second in April. Moreover, the level of increase should be at least 2% higher than the official inflation rate. And then the increase in the basic part of the military pension will be at least 8.5%. However, due to the enormous burden on the federal budget, payments from the beginning of 2015 were canceled, and as a result, pensioners received only one increase.

At the moment it is known that pensions will indeed be indexed in 2016. According to domestic media, pensions will be indexed twice in 2016 - recently, when considering the bill on the procedure for indexing pensions in 2016, the State Duma in the second reading supported the amendment that a mandatory second indexation will be carried out in the second half of the year.

On September 26, First Deputy Chairman of the State Duma Alexander Zhukov proposed a compromise solution for the Ministry of Finance and the government’s social block on a two-stage pre-indexation of pensions in February and in the middle of the year. In June, the Cabinet approved the indexation of social payments and pensions in 2016 by 5.5%, in 2017 - by 4.5%, in 2018 - by 4% (this is less than the actual inflation for the previous year, contrary to the conditions provided for by law).

He also emphasized that the budget for 2016 will be quite difficult and many decisions are very difficult for the cabinet of ministers.

It is still difficult to say much useful and accurate about 2016. Most of the information is at the level of assumptions and numerous conjectures. And now it is necessary to treat it as an extremely probable future.

Very little information is known for sure. We can only say one thing for sure: from January 1, 2016, military pensions in Russia will increase by the 2% planned back in 2012. Nobody has canceled this decision and is definitely not going to cancel it yet. There is no need to worry about its implementation, since no one will save money here. The budget includes the costs of these most important payments, and they will not even be discussed.

But it’s still incredibly early to talk about the planned increase in October 2016. Too much is still unknown to state exactly what changes will occur at that point. All you have to do is wait.

The same can be said about 2017. It also plans to increase payments to retired military personnel by the previously agreed upon 2%. And this too cannot be changed. There is no need to worry about this increase, since it was planned long ago and was included in the estimated budget for that year. It’s incredibly early to talk about the rest.

Possible nuances

But, speaking about the latest news about the indexation of military pensions in 2016, one cannot ignore the numerous components that affect the state of the country’s economy.

First of all, it is important to remember that the budget drawn up for next year will change many times. But the Ministry of Finance has already announced the need to reduce planned expenses to 15 trillion rubles. This means that it is necessary to highlight areas that will not receive more than a trillion rubles.

An important part that directly affects the country’s economy is the current prices for energy resources. After all, revenues received from the sale of oil and gas account for almost half of the state budget revenues. It is now expected that oil will cost $65. But the ideal price would be above $70.

Well, you can’t completely ignore inflation. After all, as mentioned above, it directly affects the growth of payments. It is unlikely that it will reach the scale of this year, but it is useless to expect it at minimal levels. She will definitely surpass them.

What to expect?

The latest news strongly suggests that there will definitely be a certain increase in payments. It will not become colossal, but it will not force people to count the last crumbs. In general, assessing the future size of pensions, we can say that it will exceed ordinary labor payments to other citizens by 1.7 times. Of course, it’s incredibly difficult to call this an ideal. But the desire to normalize living standards is noticeable. The gradual increase is not too rapid, but it is stable. And this allows us to look into the future with optimism. After all, nothing could be found that would foreshadow negative changes. But there are quite enough hints of positive changes. We can safely say that the state does not forget its own defenders, trying to take care of them when the opportunity arises.

Putin signed the Federal Laws “On the Federal Budget for 2016” and “On the suspension of the second part of Article 43 of the Law of the Russian Federation N 4468-I “On pension provision for persons who served in military service... " in connection with the Federal Law "On the Federal Budget for 2016" (N367-FZ).

So the situation with pensions in 2016 has become clearer and the first official conclusions can be drawn.

The possibility of additional (second) indexation of military and civil pensions remains. The resolution of this issue has been postponed to the second half of 2016, when the results of Russia’s economic development in the first half of the year will become clear.

Military pensioners still have one more trump card to hope for the second indexation of pensions in 2016. This is Decree of the President of the Russian Federation N 604 dated May 7, 2012, which determines the indexation of military pensions to a level not lower than the inflation included in the budget (6.4%) plus 2% (total, in accordance with Decree N 604 in 2016, the indexation of military pensions must be at least 8.4%). The government (Ministry of Finance) is actively working to repeal the corresponding clause of the Presidential Decree, but so far the results of this struggle are not known. We can only hope that, as in 2015, the President will not succumb to pressure from the Government and will not cancel the most important clause of his May decree for military pensioners.

For the authorities, of course, nothing is impossible if the majority of deputies in the State Duma are from United Russia. No one has canceled the administrative resource. Even if there is the slightest doubt about their unambiguous success in the State Duma elections on September 18, 2016, the authorities will make a decision and, no later than September 1, will index all pensions for the second time. And then tens of millions of pensioners in our country will unanimously vote for “their breadwinners.”

It’s a pity that elections to the State Duma are only held once every four years.

Due to the difficult economic situation, which has not yet begun to change for the better, the state continues to restrain the growth of both civilian and military pensions. Of course, pensioners of the armed forces and law enforcement agencies have the right to count on a certain increase, but recent news confirms that you should not count on a significant increase.

Will there be indexing?

The issue of indexing is one of the most painful. The fact is that even in the most prosperous years, inflation was at the level of 3% - 6%, but what can we say about the current situation, when its level reached 17%. Moreover, despite the authorities’ sworn promises about a minimum inflation level this year, you can expect anything. But pensioners today still hope for the best.

Last year, pension indexation began on October 1. Pensioners who have served in the ranks of the Soviet and Russian army for more than 20 years have the right to count on the maximum increase in pension payments.

On the other hand, there are hopes for a positive solution to the issue. For example, last year the indexation amount was 7.5%, and this required the intervention of the president of the country himself. It was the instruction of the head of state that made it possible to find the necessary resources that brought pensioners an increase in payments. So the question: will there be an increase can be answered in the affirmative.
