Before talking about helping the poor in Moscow, it is necessary to define who low-income citizens are and what a low-income family is. Low-income citizens are recognized by the decision of the local government, taking into account the income that accrues to each family member. Obtaining low-income status guarantees social assistance from the state, which is provided in the form of certain subsidies and benefits. The full list of types of assistance to the poor depends on the region of residence of the family.

It is important to note that the level of average per capita income, although important, is not the only criterion for determining citizens who need government support. It is also necessary that persons wishing to receive social assistance live together and run a common household.

Single-parent families, as well as families in which there are non-working pensioners and disabled people, have a priority right to receive state assistance for the poor. If necessary, a married childless couple or one of the parents raising a child alone can apply for social assistance.

It must be remembered that only those families that find themselves in a difficult financial situation for reasons beyond their control can be included in the low-income category. This means that families in which able-bodied parents abuse alcohol or are deliberate parasitists will not receive low-income status.

Calculation of average per capita family income

In order to calculate the average per capita income, the sum of the incomes of all family members for three months before the date of application is taken. In addition to wages, this amount includes royalties, pensions, benefits, income from property, as well as the products of personal subsidiary plots.

The received amount must be divided twice: first by the number of billing months (three), and then by family members. The result obtained is compared with the regional level of the subsistence minimum, and if its value is lower, then the family is assigned low-income status.

As it turns outsocial assistance for the poor?

Low-income segments of the population receive material support at the regional and federal levels. As a rule, low-income families receive the following types of assistance:

  • monetary compensation and benefits;
  • natural assistance with medicines, shoes, clothing, food, fuel and other consumables;
  • an increased subsidy for housing and communal services, some tax breaks, free legal advice.

Let's look briefly at more common measures to help the poor.

Social payments

Low-income families receive benefits, the amount of which depends on the subject of the Russian Federation. Previously paid benefits must be taken into account. Thus, in Moscow, low-income families receive a monthly child benefit, the amount of which is determined by the composition of the family and the age of the child. The maximum benefit amount is assigned to a child from 1.5 to 3 years old raised by a single parent in a low-income family.

Targeted one-time payments are also widespread in Moscow: for additional nutrition for nursing mothers and pregnant women, for schoolchildren from low-income families before the start of the school year. University students and students from low-income families receive state social scholarships.

Housing

A low-income family officially recognized as needing housing can be put on a waiting list for an apartment for low-income people, and when the turn comes, receive free housing from the state under a social rental agreement. This benefit is guaranteed by the Housing Code of the Russian Federation. There is also the opportunity for low-income families to purchase housing using a social mortgage. This type of mortgage lending provides a reduced cost of housing.

Providing benefits for children

Subject to certain conditions, children from low-income families have the right to enter municipal and state higher education institutions without competition.

Existing social programs to support low-income families provide a service for allocating vouchers for children to sanatoriums and health centers. Vouchers are issued if there are medical indications no more than once a year.

Tax breaks and subsidies for housing and communal services

In 2017, every low-income family can receive government assistance to pay for housing and utilities. Housing owners and tenants receive subsidies for utility bills. In addition, such families receive tax breaks on the amounts they receive from the state.

Legal consultation “Children’s benefits for the poor”

Today, the issue of providing targeted social assistance to those categories of the population that need it is being considered. But so far this has not been applied in practice due to the lack of criteria for classifying people into such groups. Today, the needy are low-income families whose income does not allow them to lead a normal life. Therefore, the country's authorities are developing benefits and introducing benefits for low-income families.

Which family is considered low-income?

Approved in Russia Federal Law No. 134 of October 24, 1997 g., regulating the calculation of the living wage and its application to residents of the country. According to article 6, the concept of a low-income family is used, which is recognized as such in a situation where the average per capita income of all members does not reach the subsistence level (ML) in the region.

The value of the PM depends on the cost of the consumer basket at the subject level. It may be less or more than the national minimum. When the calculated income per family member is less than the subsistence minimum, the status of the poor is awarded.

When accounting for cash receipts, the income of all relatives living together and engaged in the same household is taken into account:

  • mother father;
  • grandmother grandfather;
  • children;
  • grandchildren;
  • stepfather, stepmother, adopted children.

ATTENTION! The option of obtaining low-income status for single parents raising a child alone is not excluded.

For low-income families, it is typical to be awarded a special position for the assignment of benefits when reasons arise that are beyond the control of the relatives themselves. For example, assistance is not provided to parasites who are in good health and do not want to find official employment.

Features of calculating average per capita family income

When calculating income per capita, the earnings of able-bodied members and other payments that replenish the budget are taken into account:

  • compensation awarded to certain family members when performing government duties;
  • or issued due to the resignation of an employee;
  • social benefits in the form of children's income, pensions, scholarship incentives, payments while registered with the employment service (including alimony);
  • personal income received from the rental of real estate, cars and other property;
  • profit that is available from the sale of products from your own household;
  • funds that form income from wages under a civil contract, authorship of books, texts, articles, participation in shared ownership of a company (shares).

These income items are described in detail in Government Decree No. 512, providing for the provision of social assistance in the event of an underestimation of the amount of cash receipts in comparison with the subsistence level.

To find out the amount of monthly income, you should sum up the total cash payments of each family member for 3 months and divide by three. The result is the amount for the whole family for 1 month. When divided by the number of people, the average per capita income is obtained.

The cost of living in a constituent entity of the Russian Federation is recalculated every quarter. It is characterized by different values for able-bodied persons, pensioners and children.

NOTE! If the family is in a civil marriage, it will be denied low-income status. This rule also applies to those cells where the parents registered the marriage, but live in different territories.

What benefits are available to low-income families?

Upon receipt of status, federal and regional benefits and payments are due. Federal assistance is:

  • general cash payments in case of pregnancy, birth and raising children under 3 years of age;
  • in the absence of housing or the presence of an apartment in a dilapidated building, allocation of living space on the basis of a social tenancy agreement;
  • monthly

In addition, social benefits for the poor exist in the field of medical care, namely the provision of free medicines for children. Also, these categories of the population have the right to receive legal advice free of charge.

Recently, social mortgages have become widespread, when discounts are given when making payments for real estate in the first years of raising a child or preferential lending conditions are offered for low-income people.

If the fact of having many children is confirmed, additional benefits are provided for low-income parents.

In addition to federal support, regional authorities are introducing their own programs for payment of benefits in case of poverty and developing local benefits for low-income families.

Subsidizing housing and communal services payments

Low-income families have benefits when paying utility bills if their expenses under this item exceed the maximum allowable amount allowed for this. Federal legislation stipulates that the discount for those with low income status is 22%. But regional authorities can change this value and the rules for providing subsidies.

The registration procedure involves submitting a package of documentation confirming the fact of an increase in the share of expenses and establishing the status of the poor. Subsidized funds are designed to reimburse 6 months of housing and communal services payments for the poor. After this period, you can use the benefits again if all conditions are met.

Cash payments in the regions

The regions provide for the payment of benefits for children in low-income families. Its size varies based on the regulations developed in the subject and its localities.

For example, at the level of the Moscow region the following support is provided:

  • In Moscow, 2,500 rubles are allocated monthly. for children aged 0-1.5 years and 1500 rubles. until they reach 18 years of age. If additionally, the payment increases to 2500 rubles.
  • When living in the Moscow region, the mother can already count on a smaller amount - 1115 rubles. when raising children under 7 years of age and 558 rubles. before reaching adulthood. Single mothers in the Moscow region receive benefits in the amount of 2,228 rubles. for a child aged 3-7 years and 1114 rubles. up to the age of 18 if the family is recognized as low-income.

In other regions of the Russian Federation, social assistance in the form of payments to the poor has been reduced due to the establishment of a reduced cost of living. Since the main source of financing benefits for low-income families is the regional budget, the authorities can independently interrupt the registration procedure and set the terms of the transfer.

REFERENCE! In most regions, after a child reaches 1.5 years of age, the monthly allowance for the poor does not exceed 500 rubles. In some areas, 100-200 rubles are prescribed.

In addition to child benefits, low-income people can receive a monthly payment for nutritious food (not in all regions). The following have the right to receive:

  • pregnant women;
  • mothers or fathers raising children under 3 years of age without attending kindergarten.

For example, in Voronezh the amount of payment ranges from 1916-4310 rubles. depending on the age of the children. In Rostov-on-Don, pregnant women are entitled to 454 rubles, and when raising a child under 1 year old, 231 rubles.

Social benefits can be replaced by in-kind support. As a result, local authorities provide a food basket, the cost of which is equal to the amount of monetary compensation.

Benefits for the birth of 3 or more children

Such support is used in regions where the demographic situation is worsening. If you have 3 or more children, you can apply for a benefit for the poor, allocated for the third and subsequent children upon confirmation of status. But it is issued until the age of 3 years.

The regions implementing this program include:

  • Saint Petersburg.
  • Ekaterinburg.
  • Sakhalin.
  • Belgorod.
  • Tambov.
  • Vologda.
  • Voronezh.

Until 2017, similar child benefits for large low-income families were in effect in Crimea. But after the birth rate increased, the program was suspended.

ATTENTION! When applying, you cannot receive payment for debt for a period of more than 6 previous months. Therefore, it is worth starting to apply for cash benefits before the child is six months old.

The monthly child benefit in a family where twins/triplets are born is provided in a single amount. In a specific situation, the poor when establishing the fact of birth of 3 and subsequent children.

In addition to monthly payments, one-time monetary assistance can be provided in case of a complex illness, failure to collect alimony, the death of a family member and the need for care by a third party. The regulation of this issue of providing monetary assistance to those in need is carried out by social support authorities.

Benefits for low-income people without children

In some regions of the Russian Federation, there is support in the form of benefits for single people and low-income families without children. Monthly payments will be paid in the event that an able-bodied person has lost his job and no property is registered in his name.

For example, in the Vologda region, compensation in the amount of 150-200 rubles can be calculated over a period of 6 months. Low-income people can obtain more detailed information about receiving benefits from the social protection authorities.

Benefits for children from low-income families

In low-income families, children often receive social support in the field of education. The following benefits are provided for low-income families with children:

  • free meals for children at school;
  • provision of school uniforms;
  • discounts or reimbursement of transportation to school.

In most regions, schoolchildren receive two meals a day at school. To do this, you should confirm your status with the social security authorities and contact the appropriate employee of the educational institution.

In a situation where it is necessary to get to school by transport due to the absence of a general education institution at their place of residence, low-income people can receive monetary compensation or children are provided with free travel upon presentation of a student card.

In addition, children from low-income families receive the following benefits:

  • 1 free entrance to the museum once a month;
  • visiting a sanatorium once a year if there are medical indications.

For families with many children, there is a reduced payment for the child’s stay in kindergarten and priority admission to preschool institutions.

For students studying in colleges, lyceums, and universities, it is possible to receive a social scholarship if their family is recognized as low-income. It is allocated from the appropriate fund and assigned if, in fact, the state has assigned this status with subsequent provision of assistance.

Additionally, students may qualify for a one-time payment at their educational institution, if this is provided for in the organization’s charter. When writing an application to the dean's office and providing a certificate of low-income family status, financial assistance is allocated.

REFERENCE! Some regions, for example, St. Petersburg, pay social benefits to families with low-income status where the child has become a student.

How to apply for state social assistance

Most benefits and allowances are issued through social protection authorities, where an application for receiving benefits and cash payments is written. In some cities and villages, it is possible to submit an application through the MFC and State Services. The application review period is 10 days.

Meals and social scholarships are provided after writing an application to the school or the dean's office of an educational institution.

Documents for receiving payments

To receive any benefits or benefits, each low-income family must collect the following documents:

  • the applicant's passport and its copy;
  • a copy of the other parent’s passport and copies of documents of other family members;
  • certificate of family composition;
  • certificate 2-NDFL or other forms of certificates indicating income;
  • a copy of the marriage certificate;
  • copies of work records of all working family members;
  • Bank account.

Based on the type of benefits and benefits, the main package of documents is supplemented by other documents that determine the provision of benefits to the poor:

  • maternity benefits: medical certificates;
  • material assistance: documents confirming the need of the family or its members for additional funds (medical certificates, certificates from the employment service, court);
  • payments to students: certificates from the school confirming admission to the first grade (provision of uniforms), papers from the educational authorities confirming the lack of places in the nearest school;
  • food allowance: medical certificate from a gynecologist about the provision of adequate nutrition, a copy of insurance policies, a certificate from a pediatrician about the need for an expanded food basket for the child;
  • reimbursement of paid housing and communal services: payment receipts, certificates indicating the absence of arrears in payments.

Benefits for families with many children are provided upon presentation of a certificate of family composition, which determines the issuance of the appropriate certificate.

Current programs to help the poor are aimed at saving the budget of weakly protected sections of society. By collecting the necessary documents and submitting them to social protection authorities, many can receive payments that allow them to increase their income to the subsistence level.

Low-income families are one of the most vulnerable social strata of society. Due to the large population of our country, it is difficult for the state to provide all those in need with the necessary material and social benefits. But government authorities are trying to resolve this issue in favor of poor families, singling them out as a preferential category of the population.

Who is a low-income family?

In accordance with legislative norms (Law No. 134-FZ of October 24, 1997), a low-income family can be recognized as a family whose income per member does not exceed the minimum subsistence level established for the region of residence of this family.

To calculate the average per capita income for each family member, add up the amounts of all benefits and payments received by family members (wages, unemployment benefits, pensions of various types, scholarships, etc.) accrued over the last three months.

The total amount is tripled. This is the desired value of average per capita income.

The main legislative act regulating issues of state support for low-income families, as well as individual living citizens, is Law No. 178-FZ of July 17, 1999.

This regulation defines the criteria for citizens in need of social support measures, their categories and the list of benefits to which they are entitled.

Law No. 178-FZ also establishes that a family, applying for preferential benefits as a low-income family, must confirm this fact. That is, its non-working members must be registered with the employment center, so that one cannot think that they simply do not want to work.

It is also necessary to provide evidence that the state of need arose due to circumstances beyond the control of people - illness, the presence of disabled people requiring assistance, loss of property, etc.

In an effort to support low-income families in need, the government has established a number of benefits designed to support them. These include:

  1. Housing benefits - a discount on housing rent and housing and communal services.
  2. Tax benefits – exemption from taxation of social payments received from budgets of all levels.
  3. Educational benefits – admission to higher education institutions bypassing the general admission rules (participation in a competition). To receive this benefit, one of the conditions must be met: the parent of the child applying for study is disabled, the future student is under 20 years old, the score obtained on the basis of the Unified State Exam or entrance exams corresponds to the minimum passing amount.
  4. Cash payments – monthly, annual and one-time benefits.

In 2017, the list of benefits for members of low-income families was expanded. It included such items as:

In order to begin to enjoy the required benefits legally, one of the members of a low-income family or its legal representative must submit a set of certain documents and a corresponding application to the social protection authorities.

You can also carry out this procedure in a multifunctional center that provides citizens with government services.

To apply for benefits, you will need the applicant's passport and identity cards of family members, income certificates, documents confirming registration and documents on the basis of which each family member receives appropriate benefits, if any.

One-time financial assistance to the poor

What types of payments are available to low-income people?

One of the types of benefits to which members of a low-income family are entitled is a one-time cash benefit. It can only be obtained once. Like other types of financial assistance, receiving this benefit is regulated by regional legislation.

One-time payments are intended for people who find themselves in difficult life situations due to various reasons, which may include:

  • disease;
  • injury;
  • caring for a disabled person;
  • loss of property, etc.

To qualify for this benefit, a citizen must contact the social security authorities to submit an application. The text of the application must contain a description of the specific difficult or emergency situation in which the citizen finds himself, and indicate the type of assistance he needs.

Typically, this application is written addressed to the head of the administration of the region in which the applicant permanently resides.

How to make payments?

When contacting the social security authorities, the applicant must have the following documents with him:

  1. Passport.
  2. Copy of the applicant's SNILS.
  3. A copy of the Certificate with TIN.
  4. Certificate of family composition.
  5. Copies of identification documents of the applicant's family members.
  6. Certificates of registration with the employment center indicating the amount of unemployment benefits received.
  7. Income certificates indicating the types of accrued benefits and payments.
  8. Copies of pensioners' ID cards, if any.
  9. A copy of the personal account certificate with the details by which the one-time benefit will be credited.
  10. Documents on the basis of which the applicant’s family members receive the benefits they are entitled to.

If the applicant requests financial assistance for him or his family in connection with treatment, additional documents must be submitted from the medical institution regarding the need for treatment and the purchase of medications.

In addition, you will need certificates stating that it is impossible to purchase medications and carry out treatment under the current territorial program for the provision of free medical care.

To assess the conditions of the difficult life situation in which the citizen finds himself, a special commission is created. On departure, she conducts an inspection of living conditions and draws up a corresponding report.

Additional payments may be denied if there is a lack of funds in the regional budget

Based on this act and documents submitted by the applicant, a decision is made on the payment of a lump sum benefit and its amount. This takes into account the payments that the citizen and his family members previously received.

A citizen may be denied financial assistance if:

  • the regional budget lacks funds;
  • the citizen used previously received funds for other than their intended purpose;
  • the citizen did not submit all the required documents;
  • the citizen (his family members) independently resolved the situation in which he found himself.

The benefit amount reaches 15 thousand rubles. for those who find themselves in difficult life situations and up to 30 thousand rubles. - in an emergency.

Monthly benefit for low-income families

Children left without parents are also entitled to monthly payments

Members of a low-income family, having confirmed their status with relevant documents, can apply for monthly payments. Citizens of various categories whose average income does not exceed the subsistence level in a given region can receive monthly benefits. These include:

When applying for benefits for a child who does not have parents, these concerns must be taken over by his guardian or trustee or legal representative.

If a guardian is not appointed for any reason, his responsibilities are assumed by the guardianship and trusteeship body with which the child is registered.

Almost all types of social payments to low-income families and single citizens are made from regional budgets, therefore, in different regions of the Russian Federation they vary in size and completeness, depending on the number of sources of budget replenishment and the degree of responsibility of the regional administration.

Because payments come from regional budgets, depending on the region they may vary

For example, back in 2015, the Prime Minister of the Government of the Russian Federation made a proposal to extend the duration of payments to mothers raising a child under three years of age.

The all-Russian federal law sets this period at one and a half years, that is, until the child turns one and a half years old.

Due to the impossibility of allocating the necessary funds for this procedure, the proposal is still hanging in the air.

Showing their own initiative, the administrative bodies of some regions independently made decisions on this issue. But not all regions have enough budget funds for this.

Application methods

You can contact SOBES with the collected documents

To apply for benefits and benefits, you must contact the social security authority at your place of permanent residence with a set of certain documents and write an application.

In addition to SOBES, the procedure for applying for benefits as a low-income category of citizens can be completed at the multifunctional center of public services (also at the place of permanent registration or temporary registration).

If the applicant is unable to visit one of the above organizations in person, he can delegate the authority to fill out documents and submit an application to a representative.

To do this, it is necessary to issue a power of attorney for this citizen in the presence of a notary and certify it with a seal and signature.

Submission of documents is possible by issuing a postal item. The original and notarized copies of documents are sent by a valuable registered letter, which includes an inventory of the documents being sent, signed by the sender and the operator of the postal unit from where the letter was sent.

The inventory must also include the stamp of the post office. A notification is sent along with the registered letter, upon receipt of which the sender can be sure that his documents have been accepted for consideration.

Another option for sending documents may be the Internet portal of government services if you are registered on it. If documents are sent electronically, they must bear an electronic qualified signature confirming their originality and validity.

The decision on the issue of issuing monthly and one-time cash benefits is carried out within a certain time, after which the applicant must receive written notification. The decision can be either positive or negative.

If the decision is positive, the citizen (or his legal representative) must appear at the social security authority or multifunctional public services center to receive the appropriate documents confirming his right to social benefits.

You can apply for benefits both at the post office and through the government services portal

In case of refusal to process payments, the citizen must be informed of the reason(s) for this. A negative decision can be appealed in court by filing an appeal with the appropriate authority (court of appeal).

In addition to a personal visit to the above-mentioned organizations, you can also receive the result of consideration of an application for social benefits through the services of a post office or through the Internet portal of government services.
