In modern conditions, internationalist veterans of that time are applying for a wide range of government assistance.

Legislative regulation of the issue

The list of applicants for social support, the range of benefits and payments, the forms of veteran public associations, the procedure for going to court in controversial situations is determined by Federal Law No. 5 “On Veterans” of January 12, 1995.

  • Tax Code of the Russian Federation;
  • Federal Law 178 “On State Social Assistance”;
  • Federal Law 181 “On social protection of disabled people in the Russian Federation”;

Afghan veterans are beneficiaries, first of all. But in some constituent entities of the Russian Federation, state support is supplemented by their own social measures.

Who qualifies for this category?

International duty in Afghanistan was performed not only by the military, but also by representatives of civilian professions. And they risked no less than people in uniform. The general list of all preferential categories in Afghanistan is established in Article 3 of Federal Law No. 5.

Benefits are provided:

The law does not provide a separate line for conscript soldiers. However, within the meaning of Articles 1 and 3 of the Federal Law No. 5, they are considered veterans of military operations (on the territory of other states) and apply for the corresponding.

Important clarification. According to the Law “On Social Protection”, Afghans who were wounded, shell-shocked, and became disabled as a result, equal to WWII veterans (Article 14 of Federal Law No. 5). Their benefits have been extended. Those Afghan veterans who took part in hostilities, but did not receive disability, enjoy social support approved in paragraph 1 of Art. 16 Federal Law “On Veterans”.

Types of assistance from the state

Pension provision for personnel

Federal Law No. 4468-I of February 1993 regulates pension assignments for this circle of persons.

  • monthly allowance for participation in hostilities (EDV) - is due to a participant in a military conflict, as well as to family members of a military man killed in the confrontation with the Mujahideen. This type of government assistance is provided to combat veterans. Taking into account indexation on February 1, 2019, the amount of EDV is 2972.82 rub.
  • Supplements to the long-service pension for disability:
    • Group 1 – triple increase;
    • 2 groups – double the size;
    • 3 groups – increase by a factor of 1.5.
  • a set of social services () - provision of prescription drugs from an approved list, preferential sanatorium and resort treatment, free travel on suburban public transport. A veteran has the opportunity to replace benefits in kind with monetary compensation of up to 1,211.43 rubles.

In 2019, the “optimization” of the assignment of benefits did not bypass Afghan veterans. Now an applicant for state support with a disability group must decide in favor of one of the additional payments: disability or pension for participation in a military conflict (PE).

Disability supplement varies between 1900-4500 rubles. The applicant can apply for the most advantageous benefit.

Pensions for conscripts

The bulk of Afghan veterans are military personnel. These are both professional military personnel of the Limited Contingent of Soviet Forces, and, as noted above, conscript soldiers.

If a conscript who has passed through the Afghan “crucible” has chosen the military path as a professional activity, then pensions, including preferential allowances, are determined by Federal Law No. 4468-1.

In cases where, after demobilization, a person worked in civilian life, he is entitled to next pension:

  • labor (insurance) after reaching the required age;
  • EDV for participation in hostilities or disability pension if there is a group;
  • Also, a monthly supplement of 32% is paid to the insurance part of the pension.

Pension provision for such persons is handled by the Pension Fund. Concerning service life credit in Afghanistan in preferential terms, then a unified legal position has not been developed here. Currently, the code of pension legislation of the Russian Federation does not contain a direct rule suggesting such a calculation at the rate of 1:3. That is, those who were drafted through the Afghan war have no reason to do so.

Additional state support

Employees veterans have the right to choose the optimal time for their vacation. In addition, the employer is obliged to provide (without pay) up to 35 days, regardless of the applicant’s personal reasons.

Assistance in resolving housing issues. If an international veteran who is not provided with decent housing has been identified as in need of improved living conditions before the beginning of 2005, the municipality is obliged to provide housing first. Medical guarantees:

  • provision of prosthetic and orthopedic products to veterans with disabilities;
  • free service in medical institutions of the state structure to which the veteran is assigned;
  • Providing discounted vouchers for sanatorium-resort treatment.

Right to preferential use urban public transport falls under the competence of municipalities.

How to obtain the status of a veteran of the Afghan conflict

  • if the applicant got into a hot spot as a police officer - through the Ministry of Internal Affairs;
  • conscripts apply to the military registration and enlistment offices at the place of conscription or to the nearest unit of the military department;

The bulk of compensation is processed at the Pension Fund branch at the place of registration. Regional benefits are assigned by municipal divisions of the SZN.

Who is usually classified as a member of this group?

According to Article 3 of Federal Law No. 5, it includes:

  • The entire roster of the following structures - the Ministry of Internal Affairs, the Federal Penitentiary Service, the armed forces and the FSB, who participated in military operations while performing their official duties at home or abroad.
  • Employees of the Internal Affairs, SA and MGB who were involved in land mine clearance from 05/10/1945 to 11/31/1951. They are equated with naval sailors who were engaged in combat trawling (clearing mines) of water areas belonging to the country from 05/10/1945 to 11/13/1957.
  • Air Force pilots performing combat missions in the DRA.
  • Military motorists who were engaged in cargo transportation in the DRA when military operations were taking place on its soil.
  • GA employees who served military formations, which at that time were located on the lands of a foreign state, and were injured during the performance of their duties. The list also includes civil servants who have received state awards for their work.
  • Faces, from 1979 to 1989 sent to work in the DRA.
  • Persons who performed and are performing special tasks in Syria from 09/30/2015 to the present time.

What's required

For combat veterans (hereinafter referred to as VVD), the state has developed a number of bills regulating the conditions of state support for this category. In addition, government regulations and letters are used for the same purpose.

  • If a VBD is a military man or an employee of the special services, then everything related to his pension provision falls under the regulations of the Federal Law No. 4468-1.
  • If this status is a civilian, then everything is handled by the Pension Fund.

In the first case, the serviceman will need at least twenty years of service. Also, a serviceman has the opportunity to apply for a pension early, at 45 years old, but there is one condition - a mixed length of service equal to 25 years, exactly half of which is military or special service.

In the second option, civilians with UBD status apply on a general basis:

  • For women it is 55 years old, for men 60.
  • If you have sufficient insurance experience (in 2019 it is 9 years). It then increases annually until it reaches 15 years in 2024.
  • The candidate has scored the required number of points - in 2019 they need 13.8, in the future this indicator will also increase to 30 points by 2025.

The conclusion that follows from all this is that UBI is available, depending on the circumstances, payments of a military, social and insurance nature.

Expected changes

According to the latest data, this year the government has planned and has already begun to implement plans to index insurance pension payments to all categories of pensioners. The volume of indexing will exceed the official inflation indicator of last year – 3.7% versus 3.2.

The government also provided a one-time additional payment of 32% to the following categories of pensioners receiving departmental benefits:

  • Having UBD status.
  • Prisoners of concentration camps or other places of isolation who were arrested by Nazi authorities.
  • All persons recognized as blockade survivors and having the corresponding sign.
  • Disabled children from childhood who received their incapacity as a result of military operations.

For “Afghans,” benefits are issued on the same terms as for WWII veterans – a year of service for three and 32% of the monthly wage of the pension received. All of them, in addition to cash benefits, are also provided with natural social services - free medicines, vouchers to a sanatorium and free travel. Those who wish can monetize these services; they are paid an additional 3,696 rubles.

Afghans who become disabled while performing international duty belong to a special category and receive: Group 1 - a triple pension; 2nd - in double and 3rd in one and a half.

Let us remind you that the minimum wage for this category of pensioners is 8-9 thousand, while the national average is 20 thousand, depending on length of service, rank and position held at that time. The regional component should not be discarded either.

A separate point needs to be considered the Chechen period. Only recently were military personnel who served in Chechnya in 1994-1996 given VBD status. After which they were finally able to process the stipulated payments and the EDV of 32%. The latter is not taxed.

All Russian military personnel and equivalent civilian specialists participating in the military conflict in Syria will be provided with a standard social package with corresponding veteran benefits. And the list is not small:

According to the law of the Russian Federation, veterans are those citizens of the country who deserve special guarantees from the state, both financial and social. Pensioners who were former pilots or astronauts are entitled to a coefficient of up to 800%.

Let us note that WWII participants can also qualify for a monthly cash payment, not only those who directly fought, but also those who worked behind the lines and became disabled during the military conflict.

Residents of besieged Leningrad can also apply for EDV. Moreover, the family of the deceased citizen, who had the right to it during his lifetime, has the right to this payment.

Today the size of the EDV is:

  1. For disabled people of the Great Patriotic War - 4,795.17 rubles.
  2. For WWII participants – 3,596.37 rubles.
  3. Prisoners of concentration camps – 4,795.17 rubles.
  4. Participants in local wars – 2,638.27 rubles.

This year there should be an indexation of 5.4%.

Amount and calculation of pension payments

Pensions are calculated for veterans of all groups on a general basis. The only thing is that bonuses and additional payments are calculated individually depending on merit and status. For example, for WWII veterans, the pension is formed taking into account age, disability group and additional services to the Fatherland. The social pension is calculated according to general criteria, depending on the region, allowances and regional coefficient. All types of pensions are paid from the Pension Fund, and additional payments, for example, are collected from the state budget.

Procedure for receiving pensions

The procedure for obtaining pensions for all veterans is approximately the same. The only difference is in the documents. In general, as a veteran, you can receive a pension only after completing the following procedures:

  1. First you need to register with the military registration and enlistment office. There you must obtain a certificate confirming participation in hostilities. A combat veteran's certificate is also issued there.
  2. Then you need to open a personal account. You can learn about the registration procedure at the nearest Sberbank branch. There they will tell you and help you open an account where the funds will be transferred.
  3. Then you need to contact the Pension Fund at your place of residence.
  4. Next, it is necessary to confirm the correspondence of awards and medals to merit.
  5. Wait for the application to be reviewed.

As for documentation, the following must be submitted to the Pension Fund:

  • passport identification;
  • photo 3x4;
  • documents that give the right to receive special allowances and additional payments;
  • certificate from the place of work about work experience;
  • if the person continues to work, then the work book;
  • ID of a home front worker during the Second World War (if available);
  • medical certificate of disability (if any).

It is important to note that if a veteran for some reason changes his place of residence, he needs to register with the Pension Fund at the new place of residence. In this case, the pension will be changed in accordance with the established norms of the region.

Increasing pensions for veterans

Every veteran is interested in the question: when will their pension be increased and by how much? It is difficult to answer this question unequivocally, since everything depends on the economy of the state. Types of pensions for veterans

There are currently only 3 areas in which pensions are calculated for combat veterans.

Pension amount

For example, there is such a thing as length of service. If a citizen has the right to a pension according to this indicator, then its size may look like this:

  • with 20 years of service, a veteran can receive 50% of the salary calculated. The plus to it is 3% for each year beyond those same 20.

Pension supplements as a percentage


There is another type of supplement - 32% to the pension of combatants.
