The 2019 Survivor Benefit is the main government assistance paid to families in which a person who is working to support them died (or went missing). The presented social payment is called a survivor's pension (benefits) and is paid out of the pension savings of the lost breadwinner.

Who is eligible for Child Benefit?

A survivor's pension is paid if the rest of the family members are unable to work for various reasons. The following persons fall into this category.

  • Disabled, officially registered disabled;
  • Pensioners (even if they have lost a younger family member who supported them);
  • Minors (survivor's allowance per child is provided to the eldest child under 18);
  • Adults (persons from 18 to 23 years old, full-time students in higher and secondary educational institutions until the very end of their studies);

If family members meet the above requirements, they may be eligible for benefits. It will cease to be paid until someone from the family becomes able-bodied.

This may happen as a result of:

  • the child comes of age;
  • after graduation by a student or upon his expulsion;
  • a relative of the deceased who had a dependent child under 8 years of age upon reaching this age.

Interestingly, the breadwinner does not necessarily have to live with the person who is under his care. It is also not necessary to have a blood person with a dependent. It is enough to regularly make cash deductions to him at least to a cash account in a bank ().

In some cases, the legislation allows the payment of benefits to widows who, after the loss of the main breadwinner, remarried, as well as persons who have received the ability to work, but have not reached the age of majority.

The size of the survivor's benefit in 2019 is one of the most discussed issues. The amount of the social survivor's pension for children in 2019 is:

  • 5034 rubles in case of loss of one parent, which is about 75 dollars according to the current one;
  • 10068 ruble in the event of the loss of both parents, which is approximately $151.

Payments begin from the time of submission of the relevant application to the authorized bodies, as well as receipt of its approval. The money comes at the end of each month to the account of the family representative.

Who is entitled to?

The PPC is assigned if one of the following statuses is present:

  • dependents under 18;
  • widow - payments are saved when registering a new marriage;
  • parents are pensioners of the deceased breadwinner or disabled;
  • stepfather, stepmother - in case of raising a breadwinner for more than 5 years;
  • sisters, brothers under the age of 18 (in the absence of disabled relatives);
  • students under 23 years old studying full-time;
  • disabled people;
  • relatives who are engaged in raising children of the deceased breadwinner up to 14 years of age;

Conditions for the formation of the PPC:

  • the experience of the deceased;

Appointment of the PPC

A citizen is obliged to contact the Pension Fund (hereinafter PFR) or the Multifunctional Center (MFC for short) to submit the appropriate list of documents.

The main list of papers includes:

  1. Application on the model of the FIU;
  2. passport data (residence permit for foreigners);
  3. SNILS;
  4. death certificate;
  5. papers on the insurance experience of the breadwinner;
  6. documentation confirming the fact of kinship (for example, a marriage certificate);
  7. paper, where the period and income from the work of the deceased is recorded (more often a work book);
  8. deceased's passport.

All collected documents are considered by the PFR employees within 10 working days. As a result, the executors for the purpose of the PPK make a decision to return the papers for amendments or appoint a pension. The FIU employees notify the applicant in writing or by telephone.

The pension is paid from the next month after the submission of all necessary documentation.

The main delivery methods for PPC are:

  1. Mail- in this case, two options can be considered: a personal visit to the local post office or home delivery of cash benefits. The main disadvantage of personal delivery is that the payment period may be later than with personal contact.
  2. Bank- payment is possible through the cash desk of the bank or through a issued bank card. Funds are credited without charging a commission of the banking structure.

The main period for transferring a monthly pension is from the 11th day of each month, but the dates may vary depending on the specific location of the subject of the Russian Federation.

Minimum PPK size

The lowest PPC is the amount of the subsistence minimum, in 2017 it is 8500 rubles. In case of receiving a lower amount of CPP, there is an additional payment, which is assigned automatically without submitting an application.

Registration of the PPK of a soldier

In order to obtain a PPC, you must contact the Pension Fund of the Russian Federation or the Ministry of Defense with a complete list of documentation, such as:

  • application - can be submitted by mail, via the Internet, a legal representative;
  • applicant's passport or birth certificate (up to 14 years old);
  • death certificate, as well as: court decision; extract from the order of dismissal; certificate of the results of the examination;
  • papers confirming the fact of kinship with the deceased person;
  • a document on the disability of a soldier, which indicates the date and reason;
  • family income statement.

Employees of the FIU or the Ministry check the entire package of documentation within 10 days after submission. The amount of payments is assigned after a favorable decision is made from the date of death of the breadwinner. If there are errors, changes are made within 3 months after the submission of the application for the CPD.

When determining the amount of pension payments, the following criteria are taken into account:

  • position salary;
  • salary by rank;
  • all allowances for the entire period of service.


Types of PPC

There are currently three types of PPC:

  1. Insurance- monthly payments to the children of the deceased breadwinner up to the age of 18 or up to 23 years of age when studying full-time, as well as: disabled relatives; disabled children; unemployed citizens who are raising children of a deceased citizen.

When calculating the amount of the pension, the following are taken into account: the coefficient of the deceased person; general conditions for the labor activity of the breadwinner (length of service, income); fixed payment amount.

The PPK is appointed from the date of submission of the full list of documents to the FIU, but not earlier than the date when the corresponding right to the PPK arises.

Payment methods can be as follows: Russian Post, located near the place of actual residence; bank - issuance of a card or payment through the cash desk of a branch; companies that deliver pensions in a particular region - a complete list can be found in the FIU.

What is the survivor's pension: size, calculation procedure

Like other social payments, this pension is subject to mandatory annual indexation by a coefficient established throughout the country (in 2017 - 1.5%), proportional to inflation. The amount of the minimum pension is fixed and is influenced by the category of the applicant:

Minimum and maximum survivor's pension

The main indicator that the legislator is guided by when setting the size of the social pension is the size of the current subsistence minimum for a pensioner, which is different for each subject of the Russian Federation. Pensioners who receive pension payments or other types of social support in an amount below the subsistence minimum are entitled to a social supplement up to the level of the current subsistence minimum.

The state has provided for a social surcharge operating at the federal and regional levels:

Should dependents be paid extra if the pension is below the subsistence level?

The procedure for assigning a pension after the death of the breadwinner in the FIU

The social pension benefit for the loss of a breadwinner is issued in the territorial body of the pension fund of the Russian Federation at the place of registration, stay or residence of the recipient.   3. documents confirming the relationship of the child with the deceased: birth certificate of the child, adoption certificate, certificate from the housing department;

As a rule, consideration of submitted documents and decision-making takes place within 10 working days from the date of application or submission of a full package of documents.

In accordance with Art. 11 of the Federal Law of December 15, 2001 N 166-FZ "On State Pension Provision in the Russian Federation" payment of social pension support for the loss of a breadwinner is established only disabled people.

Legislatively fixed the abolition of the payment of pensions when applying for a job only to recipients of social pensions for old age. For other recipients, the presence of official earnings for the payment of social pensions does not affect.
